Danny Lim: 2004 poll cheating is AFP's 'original sin'
MANILA, Philippines - Five years after he was jailed for his involvement in the February 2006 people power protest, former Brig. Gen. Danilo Lim believes now is the right time to investigate the role of the military in electoral fraud during the 2004 poll.
Lim said stories of how the military assisted in the poll cheating were rampant after Gloria Macapagal Arroyo was declared the winner over popular opposition bet, Fernando Poe Jr.
"Napakaliit lang ng military, magkakakilala tayo lahat diyan. Hindi mo maitago yan kung paano yung militar ay nagamit sa dayaan sa 2004 presidential election," he told ANC's Headstart.
Many of the stories relayed to Lim were similar. In parts of Mindanao, the canvassing of ballots were done in the military camps away from the scrutiny of the public. Military officials would then bribe poll watchers of different camps to stay away and let the election operators do the dirty work.
Lim said using the military to rig the national election is the Armed Forces "original sin" and a "festering wound" that needs to be closed.
"This is the original sin because a lot of officers succumbed to the temptation, especially those senior officers, and in the process, they probably benefited. Kumita ng pera, they made general to a man. Hanggang mag-retire na, may ambassadorial post pa na naghihintay," he said.

The former Scout Ranger chief said efforts to investigate the alleged cheating done by military officers went nowhere.
The full 2005 Mayuga report, based on the investigation by then Vice-Admiral Mateo Mayuga, was never released to the public except for an abridged version clearing 4 senior military officers in the cheating.
Lim said the Aquino administration should not put much weight on the Mayuga report but should do another investigation on AFP involvement in poll fraud.
"It was under a different political atmosphere when the truth-tellers and whistle-blowers got the raw end of the deal. I daresay that the statements of the witnesses was taken under duress. Now is the right time to do another investigation," he said.

Lim said the 2005 "Hello, Garci" wiretapping scandal exposing the role of military generals in the cheating angered many junior officers.
